Job Summary

The Manager of Workforce Planning and Administration will direct the development, implementation, and analysis of short-term and long-term staffing plans; manage and track personnel actions and status; and ensure proper administration of Authority policies and procedures relating to attendance, payroll, and uniforms within one or more areas of Operations. 

Duties & Responsibilities

  • Develop, review, analyze, and prepare, in conjunction with area Division Chiefs, Superintendents, and other supervisory personnel the workforce/staff requirements for each area within assigned departments in order to ensure adequate staffing levels and enhance the customer experience.
  • Manage the quarterly and/or annual pick process for assigned departments and coordinate changes in workforce.
  • Prepare weekly and periodic workforce reports.
  • Remain up to date on and fulfill all roles and responsibilities as related to the MBTA Safety Plan.
  • Coordinate workforce activities within assigned department in close coordination with department heads.
  • For each rating period and as required, the candidate will develop staffing requirements based on operating schedules.
  • Ensure that vacancies in assigned departments are filled according to seniority, union, and Authority rules.
  • Ensure compliance with Human Resources and Payroll rules.
  • Coordinate all interaction between Operations, Human Resources, and Payroll including: entering personnel movements into PeopleSoft for the department to be processed by Human Resources.
  • Participate in the promotion and selection process by assisting with workforce assessments, interviews or other steps in the process as needed.
  • Monitor the status of all personnel movements and actions.
  • Track requisitions into NeoGov and/or Tableau to monitor the hiring of vacant positions.
  • Maintain all permanent change entries in the payroll system; and advising and training Operations employees on Human Resources and Payroll rules, procedures, and systems. Act as the department's coordinator for personnel tracking and attendance systems.
  • Collect weekly employee status reports from each area within assigned departments. Perform all updates, audits, and reporting as required.
  • Coordinate with Human Resources any changes required in the PeopleSoft system. Maintain the Personnel Control Log (PCL) and other reports, which detail budgeted, scheduled, and actual levels of personnel by classification and position number within each area of assigned departments.
  • Print and distribute weekly movement reports.
  • Develop and maintain accurate rating lists, seniority rating lists, and employee status/rate- out reports.
  • Assist in the management and monitoring of the substitute list process. Track and report on absenteeism throughout assigned departments.
  • Coordinate with Superintendents to ensure proper administration of attendance policies. 
  • Oversee the department's uniform budget and contracts.
  • Monitor uniform requirements for personnel according to union contract. 
  • Serve as the liaison between assigned departments and vendors to resolve uniform discrepancies for employees
  • Create and track facility purchases for special order to vendor.
  • Respond to each inquiry, whether from a customer, vendor or co-worker in a courteous and professional manner.
  • Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and Anti- Harassment and Anti-Retaliation policies.
  • Perform related duties and projects as assigned.

Minimum Requirements & Qualifications

  • A High School Diploma or equivalent (G.E.D.) from an accredited institution.
  • Four (4) years of experience in the tracking and/or application of employee seniority for the purpose of awarding work assignments and/or promotions.
  • Ability to learn and work with HASTUS and TRACS applications. Experience with either Excel, Access or Database Applications.
  • Effective organizational, analytical, confidentiality and interpersonal skills. 
  • Experience in Microsoft Word.
  • Have excellent customer service and conflict resolution skills.
  • Ability to provide internal and external customers with a courteous and professional experience.
  • Have the ability to supervise and work effectively with a diverse workforce.
Preferred Experience and Skills  
  • Experience in the tracking and application of the employee seniority to the purpose of awarding work assignments and/or promotions at a transit agency.
  • Experience working within/applying collective bargaining agreements.
  • Ability to use PeopleSoft or NeoGov applications.
  • Work with HASTUS and TRACS applications.

Substitutions Include

  • A Bachelor's degree from an accredited institution in Business, Transportation, Engineering or related field may be substituted for 2 years of the above experience.
  • A nationally recognized certification, or statewide/professional in a related field substitutes for one year of experience.

  • Ability to work effectively independently and as part of a team (or supervise, if required)
  • Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers
  • Ability to adhere to rules, regulations, collective bargaining agreements (if applicable), and policies of the MBTA, including the EEO, anti-discrimination, anti-harassment, and anti-retaliation policies
  • Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting (unless if recent graduate), including overall employment, job performance, discipline, and safety records (infractions and/or offenses occurring after the closing of the posting and before the filling of a vacancy may preclude a candidate from consideration for selection)
  • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and medical Clinic screening, potentially including a physical examination and drug and alcohol screenings
  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
