SB/SE DEPUTY COMMISSIONER EXAM, FIELD EXAMINATION

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

Technical Services Support Technician

  • Protects confidentiality of taxpayer information within the confines of disclosure laws, rules, and regulations.
  • Assigns, updates, and closes cases on Examination Returns Control System (ERCS), Audit Information Management System (AIMS) and Report Generation System (RGS) as necessary. Establishes controls on ERCS for collateral records and returns requisitioned in Technical Services. Prepares Form 10904 (deletion of ERCS/AIMS record) as required.
  • Requests and reviews Integrated Data Retrieval System (IDRS)/AIMS printouts and transcripts, as necessary, to aid in processing cases. Makes preliminary determinations regarding the type of case and the appropriate actions to be taken.
  • Completes procedural and limited technical review of certain Examination cases involving simple tax issues. Decides whether conclusions reached by the examiner are in compliance with statutory provisions, procedural and policy requirements.
  • Reviews and completes procedural review of non-docketed Appeals cases (i.e. statutes, protests) and takes appropriate case closing actions.
Planning and Special Programs Technician
  • Maintains files for various programs and initiatives within the Planning and Special Programs section in the Area office. Takes appropriate action to ensure the status of all file information is current and accurate. Updates AIMS and/or ERCS database information as necessary. Takes necessary actions to verify and protect the statute of limitations. Makes determinations concerning the type of case received, and the correct action for routing or assignment of each case. Updates case controls to accurately reflect the routing/assignment of each case. Checks in and updates all incoming work to the group. Identifies those cases which meet TAS criteria and ensures expeditious handling and / or resolution.
  • Verifies all information on inventory validation lists (IVL). Takes appropriate action to identify and correct all problems associated with the IVL. Elevates unusually difficult or complex problems to a senior Coordinator or the Supervisor for resolution.
  • Screens and processes a variety of tax returns or information items within the work unit. Duties may include screening claims to ensure adherence to internal guidelines for referral or assignment to the field compliance function. May survey or process the claim after final review by a coordinator if no further action is warranted. Reviews and screens a wide variety of information reports and taxpayer requests for Offer-in-Compromise, Innocent Spouse relief, Taxpayer Advocate referrals, and Audit Reconsiderations. Based upon the facts of each case, uses guidelines developed by the Coordinator and/or Supervisor, and rules and regulations to make a preliminary determination on how to process the item. Uses a variety of internal and external research systems to gather necessary information to make determinations on how to proceed with cases. Systems may include, but are not limited to, ChoicePoint, AIMS, ERCS, CBRS, and any other available and authorized system. May also input RGS data, as necessary.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

SPECIALIZED EXPERIENCE/EDUCATION FOR GS-05: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. Specialized experience for this position includes experience that is in or related to this position and provided you with the particular knowledge, skills and abilities to perform successfully the duties of this position. Examples of qualifying experience include experience performing a variety of miscellaneous tasks involving researching and processing financial documents, reviewing information, and determining corrective action on accounts, researching for missing/unclear accounting information, and reviewing financial documents submitted for completeness.

You may substitute education for specialized experience as follows: four (4) years of education above high school in any field of study from an accredited college or university.

You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

SPECIALIZED EXPERIENCE FOR GS-06: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Examples of qualifying experience include interactions with the public analyzing tax or accounting issues. Experience must have included analyzing and resolving problems, adjusting accounts, and providing information on financial issues.

SPECIALIZED EXPERIENCE FOR GS-07: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-06 grade level in the Federal service. Specialized experience for this position includes experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Examples of qualifying experience may have been gained in positions in a bookkeeping or accounting position, or interactions with the public analyzing tax or accounting problems and resolving high-conflict differences through use of established guidelines, or in an interaction with customers in person, in writing or by telephone in a variety of situations that require solicitation of information to identify concerns and offer solutions.
