Summary

This position is located in the Department of Health and Human Services, Substance Abuse and Mental Health Services Administration, headquartered in Rockville, Maryland.

Duties

WHAT YOU'LL BE DOING DAY TO DAY

As an SUPERVISORY PUBLIC HEALTH ANALYST , you will use your knowledge and experience to optimize business results and customer experience by:

  • Assisting in the management and oversight of the Region's behavioral health, substance use and mental health programs by providing Regional specific feedback to the Central Office's organizational segments, including the Divisions and Offices, and facilitates necessary coordination, integration and linkages, as appropriate.
  • Coordinating and integrating activities of the Region, with other Offices and program officials of the Centers/Offices, SAMHSA, DHHS, other Federal agencies, various national and international agencies, private foundations and professional lay organizations.
  • Making periodic, comprehensive evaluation of programs goals and objectives and adjusting and redefining objectives and resources as needed. Based on management and programmatic assessments, determines the need to correct noted inadequacies and implement changes for the purpose of improving control and coordinating program activities and accomplishing assigned priorities.
  • Coordinating and resolving management problems related to collaborative projects and commits resources and support to such projects.
  • Overseeing analysis, and evaluation of Agency policies, priorities, strategies arising from legislation, regulatory action, and other critical program or policy and plans.
  • Providing feedback and recommendations to staff involved in policy development for Agency wide programs that receive frequent attention.
  • Supervising approximately 4-10 professional and support staff, most of whom are public health analysts/advisors. Planning, assigning, and reviewing the work of subordinates. Establishing performance plans, evaluating performance, and recommending personnel actions.

Qualifications

WHAT WE ARE LOOKING FOR

Basic Qualifications:
- Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and
organizations engaged in public health or other health-related activities.
- Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
- Knowledge of a specialized public health program.
- Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a
public health or related organization and carrying out specific program functions.
- Skill in oral and written communication, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and
other written materials.

Minimum Qualifications: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing ALL of the following:
1. Developing, formulating, managing, or administering health, human services, substance use and disorder or mental health programs at the
state or federal level;
2. Overseeing the analysis and evaluation of organization policies;
3. Conducting periodic, comprehensive evaluation of programs goals and objectives and adjusts and redefines objectives and resources as
needed.
4. Supervising or leading a team.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
