Job Summary

Position: SUPERVISORY FACILITY OPERATIONS SPECIALIST, GS 12/13

Division: Washington Field Office

Location: Washington, DC

Working Hours: 8:15 a.m.-5:00 p.m. (Hours may vary based on the needs of the office)

Salary:

GS 12 $99,200.00-$128,956.00

GS 13 $117,962.00-$153,354.00

Full Performance Level: GS 13

Number of Positions Available: 1

Duration: Full Time/Permanent

A 15% recruitment incentive may be offered to eligible candidates. Candidates who are current federal employees may not be eligible for a recruitment incentive, but may be eligible for a relocation incentive. As part of receiving an incentive, the candidate will be required to sign a one (1) year service agreement. Additionally, candidates receiving a relocation incentive will be required to provide proof of residency confirming that a geographical relocation has occurred.    

Additional selections may be made from this announcement to fill positions within the same division when the position includes substantially the same duties, responsibilities, and qualifications.

Key Requirements

  • Must be a U.S. citizen
  • Must be able to obtain a Top Secret-SCI clearance 
  • Must have (or be able to obtain) a valid driver's license
  • Frequent travel may be required
  • Selectee will be required to complete a Confidential Financial Disclosure Report, OGE-450 annually
  • Selectee will be required to complete form FD-887, Request for Access to Sensitive Compartmented Information (SCI)

Physical Demands

The work is primarily sedentary, although some slight physical effort may be required.

Work Environment

Work is typically performed in an adequately lighted and climate-controlled office. May require travel.

Major Duties

•    Manages and controls overt budgets, along with the approval for special projects, space and construction of facilities, new building construction, etc. 
•    Manages all of the equipment, furniture, and supplies and maintains the inventory controls for these products to include the storage and current location of the items. 
•    Responsible for the procurement and purchasing needs for the office. 
•    Efficiently and effectively interacts and coordinates with organization facility staff, various contractors, etc.
•    Supervises employees, assigns and reviews employee work, and evaluates performance of employees.

Specialized Experience (SE):

GS 12: Applicant must possess at least one (1) year of specialized experience equivalent to the GS 11 grade level. SE is defined as follows:

•    Recommended revisions, alterations, or complete redesigns to existent graphic layouts to ensure most practical, functional, and cost-effective approaches for utilization of space. 
•    Assisted in performing inspections of electrical, HVAC, masonry, carpentry, fire safety, plumbing and hydraulics to determine the impact on technical aspects relating to construction, operation, maintenance, and/or renovation of a facility.
•    Assisted in operating and maintaining the physical structure, utilities, surrounding grounds, and roadways of a facility. 
•    Conducted on-site safety and fire safety inspections and surveys to verify compliance with GSA or OSHA codes. 
•    Assisted in determining project funding costs by developing a budget and monitoring budgetary expenditures.
•    Assisted in negotiating and administering lease agreements and/or maintenance agreements. 

In addition to the above SE, the applicant must possess leadership experience. 

GS 13: Applicant must possess at least one (1) year of specialized experience equivalent to the GS 12 grade level. SE is defined as follows:

•    Revised, altered, or completely redesigned existent graphic layouts to ensure most practical, functional, and cost-effective approaches for an office and/or building structure.

•    Conducted on-site safety and fire safety inspections and surveys to verify compliance with GSA or OSHA codes. 
•    Managed and approved the expenditure of budgetary funds.
•    Coordinated the negotiation and administration of lease agreements and/or maintenance agreements.

In addition to the above SE, the applicant must possess leadership experience.

        a. Percent of time worked in the particular position (cannot conflict with main duties)
        b. The month/year work began
        c. Frequency worked (i.e., daily, monthly, etc.)
        d. Specific duties performed
