Summary

This position is located in the Department of Health and Human Services, Substance Abuse and Mental Health Services Administration, headquartered in Rockville, Maryland.

Duties

WHAT YOU'LL BE DOING DAY TO DAY

As a Statistician, you will use your knowledge of and experience to optimize business results and customer experience by:

  • Identifying specific statistical research areas that merit investigation, developing new hypotheses, and approaches for studies, and evaluating the feasibility of such endeavors.
  • Initiating, formulating, planning, and executing analytic research projects and researching the quality of methodologies and measures pertaining to the assessment of the subject matter being studied.
  • Conducting research and statistical studies or projects related to statistical computation in the preparation of mental health and substance use prevalence, surveillance, and/or treatment utilization research.
  • Evaluating the data, drawing inferences and arriving at conclusions making use of text, graphs, charts, and tables to ensure its most effective presentation.
  • Preparing comprehensive reports of study results to include discussion of substantive research objectives.
** Duties as shown are at the full performance level (FPL) of the GS-13. Duties will be developmental in nature when filled below the FPL.

Qualifications

WHAT WE ARE LOOKING FOR

Basic Qualifications: Must meet one of the items listed below:
  • Degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

  • Combination of education and experience -- courses as shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Minimum Qualifications:
For GS-12:
In addition to the basic qualification requirement above, you must have one-year specialized experience equivalent to at least the GS-11 grade level in the Federal service performing at least two (2) of the following:
  1. Identifying public health issues or public health policies through scientific studies, data analysis and surveys.
  2. Participating in data collection or survey design/implementation process.
  3. Utilizing statistical software to handle manipulations and analyses.
  4. Preparing reports showing graphs and charts reflecting data analysis and trends.
For GS-13: In addition to the basic qualification requirement above, you must have one-year specialized experience equivalent to at least the GS-12 grade level in the Federal service performing at least three (3) of the following:
  1. Identifying and analyzing public health issues and public health policies through scientific studies, data analysis and surveys.
  2. Leading a team in data collection or survey design/implementation process.
  3. Utilizing statistical software to handle manipulations and analyses.
  4. Preparing and presenting reports showing graphs and charts reflecting data analysis and trends.
  5. Evaluating a project or study data collection, quality control, or data utilizations methods.
** There is no substitution of education for experience at the GS-12 & GS-13 grade levels of this announcement.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
