Senior Manager - Environmental Resources and Permits (Water Utilities)
Develop and manage staff and programs instrumental in assuring the safe, compliant, and efficient management of water and wastewater utilities. Support utilities through the leadership of our team, utility permit management and the compliance of utility assets while also assisting with other areas of the business as needed. DUTIES/RESPONSIBILITIES

  • Reviews, evaluates, and monitors the compliance with Environmental Protection Agency (EPA) and Arizona Department of Environmental Quality (ADEQ) regulations governing the Public Water Systems, Wastewater Systems, Industrial Pretreatment Program, and Water Quality Laboratory Program.
  • Provide guidance, mentorship, and coaching to junior staff to promote growth and skill development in water quality services.
  • Manage and oversee services related to compliance with environmental regulatory requirements for various drinking water, wastewater, reclaimed water and air quality programs.
  • Provides expertise to our engineering and construction teams during the design and construction of new utility and during the upgrade/expansion process of existing utility infrastructure.
  • Facilitate the transfer of newly constructed assets from construction to operations. Act as the liaison from the construction team to the operations team to ensure new assets are properly permitted and have proper protocols in place to meet regulatory compliance requirements.
  • Create and manage an annual expense budget for various areas of responsibility.
  • Leverage technology to increase efficiency and make data-driven decisions as well as improve project forecasting.
  • Draft reports, memos, and presentations for management team, regulators, customers, and community stakeholders.
  • Participate and represent the company in meetings with community stakeholders, economic development groups, and other public forums.

KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of principles of management, administration, leadership, supervision, and training.
  • Knowledge of principles and practices of program and project management.
  • Strength in both followership and leadership; team and individual work.
  • Strong inclination towards advanced technological systems.
  • Strong data collection, testing, analytical, and presentation skills.
  • Strong command of MS Office applications (Excel, Outlook, PowerPoint, Visio, Word, Access)
  • Strong verbal/written communication skills (including group presentation and status reporting)
  • Outstanding organizational, coordination, and planning skills
  • Safe Drinking Water Act
  • Clean Water Act
  • AAC Chapter 18
  • Experience in finding, reading, interpreting, and adhering to local, state, and federal regulations
  • Experience in fast-paced and occasionally high-pressure environments
  • Experience in a physical, field working environment


Minimum Requirements
Education or Experience: Bachelor's degree in civil engineering, Environmental Science, Chemistry or equivalent preferred. Experience in planning, budgeting, and managing water and wastewater utilities in a highly automated environment.
Licenses: Must have or obtain a valid Arizona driver's license.
