Brief Description:

Under broad guidance, the Programming Development Manager is responsible for tracking program efforts, identifying and leading new business opportunities, and coordinating with consultants, programming staff and business users. The role involves overseeing Customer Care Billing applications programming development lifecycle, from definition and design to implementation and evaluation and reporting needs.  Specific tasks may include staff workload balancing, client outreach, proposal preparation, facilitating meetings and leading projects.

Job Requirements:

Education Required •Bachelor’s degree in an Information Technology field or a related discipline or a combination of education, experience, and or certification(s) that provide the necessary technical competencies to perform in this position. •Education equivalency equals two years of directly related professional experience for every year of education not completed. The stated experience is in addition to any experience used to meet the education equivalency.   Experience  Required: •Five years with an extensive background in management of information systems, programmers and senior technical personnel and projects. Must have a demonstrable proficiency in one or more of the following: Oracle databases, PL-SQL/SQL, Linux Scripting. Two years of supervisory experience leading highly technical IT professionals. •Must possess a detailed understanding of systems software and database support best-practice policy and procedures. •Outstanding communication and project management skills as well as demonstrable ability in formulating technology-based solutions which meet business needs.   Licenses and Certifications Requirements •Valid Driver’s license from a state of residence Desired: •Project Management Institute Certification (PMP) or Information Technology Infrastructure Library Certification (ITIL)   HRSD is committed to being an equal opportunity employer.
