Summary

This position is within the Department of Transfusion Medicine (DTM) within the NIH Clinical Center. The incumbent performs a wide range of duties to support the programmatic administrative operations of the Department.

Duties

As a GS-0301-11 Program Specialist your duties may include but are not limited to the following:

  • Developing and implementing programmatic administrative support systems such as SOPs, records, communications, routing, forms, files, and documentation.
  • Identifying and implementing administrative functions for the office.
  • Analyzing organizational programs and activities through review of reports initiated by the staff, recommendations from staff, etc., and initiating or recommending action to correct problems and improve programs.
  • Evaluating processes and making recommendations for effective organizational changes.
  • Preparing and disseminating relevant documents (e.g., reports, staff packages, briefings) to address informational needs and to inform effective decision making.
  • Developing and disseminating programmatic administrative data metrics for the management of the office.
  • Managing the preparation of documents to execute administrative functions including personnel, travel, training, procurement, timekeeping, outside activity reporting, correspondence, visa processing, and staff credentialing.
  • Serving as contracting officer's representative (COR): create requirements, monitor contractor performance, and ensure timely delivery of quality goods and services.
  • Designing and executing solutions to provide prompt, reliable administrative support for designated sections as identified by leadership.

The incumbent is under closer supervision and receives more detailed instructions at GS-09 level. As the incumbent processes, the amount of supervision will gradually be reduced. This position has a full performance level of GS-11.

Qualifications

In order to qualify for a Program Specialist, GS-0301 position at the GS-09 level, you must have:

A. completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related; OR

B. 1 year of specialized experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: assisting in the development and implementation of program practices and procedures; participating in administrative or management studies, such as analyzing data, developing formats to report the results of studies; and providing support for program planning and analysis activities utilizing integrated reporting systems; OR

C. a combination of post-baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position.

In order to qualify for a Program Specialist, GS-0301 position at the GS-11 level, you must have:

A. completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related; OR

B. 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: evaluating program efficiency and effectiveness; interpreting the impact of regulations and policies on administrative programs; planning, analyzing, and evaluating priorities, resource allocations, work force management, and performance in support of operational requirements; participating in the development and implementation of plans for organizational projects and initiatives; and reviewing information and developing analytical reports with recommendations;

C. a combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position.
