Duties

This position is being announced concurrently under Excepted Service Examining Plan procedures. Please review vacancy announcement number IHS-24-AQ-12387491-ESEP/MP for eligibility requirements. Applicants must apply separately for each announcement in order to be considered.

This position is located at the Zuni Comprehensive Community Health Center, Emergency Room, Division of Nursing Services, Zuni, New Mexico. The incumbent provides professional nursing care for acutely ill and/or critically ill patients by assessing, planning, implementing and evaluating the nursing care of patients with medical, surgical, pediatrics, ambulatory or emergency conditions. This position reports directly to the Supervisory Nurse (ER).

  • Initiates assessments of patients for emergency care by triaging and assigning Emergency Severity Index (ESI) scoring based on chief complaint, history, and physical assessment.
  • Initiates and assists with critical care diagnostic procedures to treat acutely ill and/or critically ill patients.
  • Plans, evaluate or modify treatment based on information gathered by observing and interviewing patients or by analyzing patient records or in collaboration with other health care professionals.
  • Administers therapeutic measures as prescribed by a physician to include but not limited to medication administration intravenous fluids, blood products and other emergency treatments.
  • Manages and prepares patients for transports.
  • Operates and monitors specialized equipment in the emergency room.
  • Collaborates in development of standards of care in the emergency department and assists in updating policies and procedures.
  • Performs as Charge Nurse on a rotational basis.
  • Participates in quality assurance activities.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENT(S):
Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.

Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Experience: The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-09 and above grade level, many positions may require experience in a specialty area of nursing.

In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-

MINIMUM QUALIFICATIONS:
At least one full year of professional nursing experience equivalent to the GS-09 grade level and possession of a diploma, associate degree, bachelor's degree or master's degree in Nursing from a professional nursing program.

Professional Nursing Experience: Experience providing nursing care, triage patients, recognize and intervene in acute life threatening situations in accordance with life-saving protocols; and perform cardiac and respiratory failure management in the emergency room. Interpret diagnostic data about the patient's status in order to identify continuum of care required. Stabilize the patient prior to transfer. Experience in operating specialized equipment. Independently plan, schedule and provide comprehensive and holistic nursing care in the Emergency Department.

Public Health Service (PHS) Licensure Policy: Each PHS Nurse must possess and maintain a current valid, active State licensure/registration as a professional nurse.
