Job Summary:
Plant Robins CT site is located on Robins Air Force Base in Warner Robins, GA. and is an official “black start” resource for the Air Force Base and the Southern Company electric system. Plant Robins also serves as a quick response peaking plant, that provides the necessary generation and transmission support for the area during peak load demands. Two (2) GE 7EA combustion turbines capable of running on natural gas and fuel oil; with 3M gallons of ultra-low sulfur diesel onsite fuel storage capability. The O&M Manager at Robins CT Site is responsible for managing the short and long-term activities involved in operating and maintaining the plant in a safe, reliable, and efficient manner while ensuring compliance with all laws, regulations, and environmental requirements. The O&M Manager is accountable for setting the direction, supporting, and leading the plant daily. This position will set and communicate strategic direction for Robins CT Site, manage both capital and O&M budgets, provide effective performance management and employee development. The incumbent must cultivate and maintain an open working relationship with the 78th CEG/CENPE Energy Office at Robins Air Force Base, while following Southern Company’s guidelines and standards. This position is responsible for providing leadership and overall guidance in support/communication of the goals and strategic initiatives of Plant Robins CT site, Georgia Power Coastal Generation and Georgia Power. Job Requirements:
Bachelor’s degree in engineering (or equivalent) is preferred Extensive experience in Operations and/or Maintenance is preferred Demonstrated leadership experience in a supervisory role with performance management responsibilities required; experience leading covered employees desired Demonstrated performance management skills, holding others accountable for business results, ability to motivate team members to achieve high standards Knowledge of plant safety, environmental and regulatory compliance requirements is required Working knowledge of IBEW contract and applicable policies, procedures, and regulatory laws Experience in managing planned and unplanned maintenance outages preferred Proven ability to achieve business results Working knowledge of the Generation budgeting process including capital and O&M Knowledge of combined cycle, combustion turbine, co-gen and fossil generating plant technology, maintenance, operations, and its impact on Southern Company Generation (SCGEN) Fleet Operations Gas/oil unit operations (CT or CC) and maintenance experience is preferred Ability to plan, organize and make independent judgements Proven risk assessment and decision-making skills Excellent written and oral communication skills Ability to build a strong team and to create an inclusive work environment Major Job Responsibilities:
Manage the plant in a safe, reliable, and efficient manner. Manage strategic direction for the operation and maintenance of the plant. Manage all plant compliance requirements. Communicate with Southern Company Generation Fleet Operations to ensure the plant operations and maintenance activities support economical and reliable system management. Communicate expectations clearly, fostering team ownership at the plant and within Coastal Generation. Staff, train, develop and evaluate departmental personnel to ensure a productive and highly motivated workforce with the necessary bench strength. Develop and monitor the plant's capital and O&M budgets to ensure cost effective utilization of company assets and resources. Ensure the proper planning and execution of planned and unplanned maintenance outages, including ordering all parts and materials, logistic planning, and managing outage labor contracts Ensure the procurement of all parts and resources needed for the daily operation of the facility Ensure proper engineering processes and practices are utilized for outages, project design and execution. Ensure planning and coordination of GPC (Georgia Power Company) and 78th CEG/CENPE resources for annual Black Start testing. Management and coordination with SCS Fuels to ensure availability of fuel resources - such as scheduling deliveries, unloading of tankers, and required tank inspections, testing and treatments. On call after normal plant hours and on the weekends. Primary plant contact for Georgia Power Environmental Affairs regarding onsite environmental compliance activities. Ensure proper and timely communication with all SCGEN support organizations. Actively participate as a member of the Georgia Power Coastal Generation Lead Team. Maintain accurate and timely communication across Georgia Power Coastal Generation.
