Summary

This position is located at Departmental Offices, Terrorism and Financial Intelligence-Intelligence and Analysis, Office of Counterintelligence (OCI). As an Intelligence Research Specialist, you will function as a counterintelligence (CI) analyst, conducting research and analysis regarding CI threats to the Treasury Department. This position supports OCI's mission to deter, detect, and neutralize FIE activities directed against Treasury personnel, operations, information, and infrastructure.

Duties

Pursuant to 50 USC 3024 (v), and with concurrence and consultation with the Director of National Intelligence and the Director of the Office of Personnel Management, this position is being established in the excepted service as an element of the Intelligence Community within the Department of the Treasury.

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As an Intelligence Research Specialist, you will:

  • Provide analytic support to multi-disciplinary CI issues, operational activities, and education and awareness efforts.
  • Coordinate and collaborate CI efforts with partners across Treasury, the IC, and the USG.
  • Represent Treasury in CI and/or SCRM working groups and other interagency forums.
  • Brief and advise office and/or agency leadership on a wide range of issues.

Key Requirements:

  • Must be U.S. Citizen or U.S. National.
  • A two-year trial period may be required.
  • Must have, or be able to obtain and maintain, a Top Secret security clearance based on a Single Scope Background Investigation (SSBI).
  • Must be eligible for Sensitive Compartmented Information (SCI) access.
  • Must successfully complete a background investigation.
  • All new hires will be required to comply with federal ethics laws. A review of financial or other interests may be conducted to determine if they create any real or apparent conflict of interests with official Treasury duties.
  • Complete a to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.

  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the . Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.

  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on, if required.

Qualifications

You must meet the following requirements by the closing date of this announcement.

SPECIALIZED EXPERIENCE: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes ALL the following:
  • Identifying and assessing threats to an organization; AND
  • Developing reports and assessments; AND
  • Briefing and advising leadership on a range of issues; AND
  • Collaborating on projects with cross-functional teams or organizations; AND
  • Representing teams or organizations in meetings and other forums.
SPECIALIZED EXPERIENCE: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes ALL the following:
  • Independently researching, interpreting, and analyzing information from multiple sources; AND
  • Composing reports, assessments, studies, or presentations; AND
  • Coordinating on projects with cross-functional teams or organizations; AND
  • Representing teams or organizations in meetings.

The experience may have been gained in either the public, private sector or . One year of experience refers to full-time work; part-time work is considered on a prorated basis.
