Summary

PLEASE NOTE: Based on the current hiring restrictions, selectees may be subject to additional approvals prior to an offer being extended.

This position is located in the Deputy Commissioner Financing & Operations, Assistant Commissioner for Fiscal Accounting, Program Support Division, Security and Compliance Branch (SCB). The SCB is responsible for ensuring that security posture consistent with current ISS security policy is maintained in accordance with Treasury and Fiscal Service guidance.

Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

  • Analyze guidance and policy provided by ISS Security in support of cybersecurity for applications within the Fiscal Accounting portfolio. Coordinate cybersecurity activities to ensure confidentiality, integrity, and availability of financial systems and to minimize the risk of unauthorized access, use, disclosure, disruption, modification, or destruction.
  • Ensure all processes and procedures associated with system security are documented according to ISS Security guidance.
  • Collaborate with technical SMEs on security implications of new upgrades and modules of the financial systems and analyze the results provided by ISS Security regarding the risk impact and additional security steps needed.
  • Develop and conduct briefings, presentations, and meetings on compliance related topics that impact FA financial systems.

  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications

You must meet the following requirements by the closing date of this announcement.

The experience may have been gained in either the public, private sector or . One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience: For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes:

- Using automated accounting systems; AND
- Applying and interpreting regulations and policies in order to convey technical information to customers: AND
- Organizing and accomplishing varied work assignments and meeting deadlines despite frequent interruptions.

OR

You may substitute education for specialized experience as follows: 1 full year of graduate level education OR a Bachelor's degree with one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

OR

You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.


Specialized experience: For the GS-09, You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. You must meet the specialized experience requirement for this position. Specialized experience for this position includes ALL of the following:

- Experience applying analytical techniques to identify or resolve technical issues or problems; AND
- Managing multiple priorities and assignments where deadlines are varied and competing; AND
- Experience presenting findings, verbally and in writing, to varied audiences, exchanging ideas, and presenting recommendations.

OR

You may substitute education for specialized experience as follows: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related.

OR

You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.


Specialized experience: For the GS-11, You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes ALL of the following:

- Experience analyzing and developing solutions to enhance organizational, process, and operational efficiencies in an automated environment; AND
- Experience applying procedures and customer service techniques verbally or in writing, (i.e. -application setup and advanced troubleshooting, creating or improving procedures and practices or handling multiple customer issues).

OR

You may substitute education for specialized experience as follows: PH.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities necessary to do the work OR you may have an LLM in a field related to this position

OR

You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.


Specialized experience: For the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience for this position includes ALL of the following:

-Experience gathering and evaluating information, recommending improvements for automated systems; AND
-Participating in projects ensuring process and procedures are in compliance with security assessments or systems; AND
-Experience conveying technical information to operational staff.
