Role Overview:

The incumbent of this position serves as the Facilities Manager for the Indiana Department of Transportation's (INDOT) Materials and Tests (M&T) buildings and grounds responsible for multiple buildings, lab, and shop area including identifying capital project needs, performing comprehensive maintenance (contract/inhouse) that keep assets in good working condition and meeting worker safety standards, compliance with OSHA safety standards and chemical/hazardous waste use and disposal standards, maintenance of MSDS information, building security/badge access, asset management and inventory compliance, fleet vehicles, purchasing of facility related equipment/supplies, maintenance contracts for HVAC, janitorial, trash removal, building security monitoring, facility repair, etc. The Facilities Manager ensures all employees working in the M&T facilities are properly trained and in compliance with all INDOT safety policies/procedures. The Facilities Manager plans, directs and coordinates the day-to-day work of all facility related activities both via contract, PO, or in-house. Facility Manager reports to the M&T State Lab Manager, who reports to the M&T Division Director.

Salary:

This position traditionally starts at an annual salary of $59,800.00. Salary for this position may be commensurate with education and job experience.

Location:

This position is located in INDOT's Indianapolis area.

A Day in the Life:

The essential elements of the job duties:

  • Responsible for all facilities and grounds including capital projects, preventative maintenance schedule and contractual services related to facilities and M&T campus.
  • Oversees fleet vehicles.
  • Prepares, oversees, and approves expenditures of annual facilities budget.
  • Ensures safety and security of staff through access control methods and inventory and activation of keys, swipe cards, security cameras and security system.
  • Serves as the facility's environmental specialist including fire suppression, lock out/tag out, backflow certification and hazardous byproduct disposal (labs).
  • Works collaboratively with Safety Coordinator in ensuring facility safety and available/working/approved Personal Protective Equipment (PPE).
  • Oversees building and grounds programs including developing, funding, coordination and supervision of the building and grounds contracts and staff, programs, and budgets.
  • Coordinates and performs maintenance on building systems and laboratory equipment.
  • Responsible for inventory control of assets per state policy.
  • Utilizes facility asset management software to track facility projects, status, contractors, funding, etc.

What You'll Need for Success:

You must meet the following requirements to be considered for employment:

  • Five years' experience in Facilities Management or equivalent work experience
  • Working Knowledge of State and Departmental Policies related to Facilities Management.
  • Working Knowledge of Building and Fire Codes.
  • Ability to facilitate execution of maintenance work activities to meet goals.
  • Ability to understand and comprehend both written and verbal instructions dealing with management and operations of INDOT's initiatives.
  • Ability to effectively prioritize a variety of projects/functions.
  • Ability to work independently and collaboratively with M&T laboratory staff, engineers, and technicians.
  • Advanced knowledge of variety of trades related to installation, inspection, repair and maintenance of electrical, plumbing, and other related systems in all facility locations.
  • Advanced knowledge of the tools, methods, practices, materials, and equipment used in the building and mechanical trades.
  • Thorough knowledge of occupational hazards and corresponding safety precautions necessary for the safe performance of assigned duties.
  • Thorough knowledge of and ability to understand and interpret detailed plans and specifications.
  • Ability to make long-range plans, schedule preventative maintenance, and seasonal maintenance as well as prioritize routine and emergency repairs.
  • Estimate repair and construction project costs.
  • Ability to lead a multi-discipline team both as supervisor and in a technical capacity.
  • Interpret and explain pertinent department policies and procedures.
  • Ability to delegate work, set clear direction, and manage workflow.
  • Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.

Supervisory Responsibilities/Direct Reports:

This role may provide direct supervision for one or more staff members.
