We are currently accepting applications to fill one full-time vacancy in Goleta, CA in the Santa Barbara County Employees' Retirement System (SBCERS). SBCERS' current policy requires in-office work during the new hire's probation period. Please select Santa Barbara or All Locations on your application to be considered.

The Santa Barbara County Employees' Retirement System (SBCERS) is a 401(a) Defined Benefit Plan with over $4 billion in assets. SBCERS provides pension benefits for the County of Santa Barbara and 11 additional employers, also called participating employers, and serves over 11,000 retirees, active employees, deferred members, and beneficiaries. The System is led by the Chief Executive Officer and has 20+ full-time positions across five divisions, including Member Services, Information Technology, Accounting, Disability, Investments, and Administration.

THE POSITION: 
 We are seeking a highly motivated IT Administrator to join our team. Under general direction, this role provides specialized technical support of automated systems for county-wide applications. The role involves assisting in the development of associated policies and procedures, reviewing and making recommendations regarding technological advancements or changes, and performing related duties as required. Additionally, this role provides essential desktop and technical support to staff in an Office 365 environment ensuring smooth day-to-day operations, and manages IT vendor relationships, licensing, and subscription services to optimize technology resources. The ideal candidate will have strong problem-solving skills, excellent communication abilities, and experience in IT asset management.


Ideal Candidate

  • A Bachelor of Science degree in Computer Science, Management Information Systems, or a related field.
  • CISCO certification or knowledge of CISCO network environment, and/or certification as a Microsoft Certified Systems Engineer is highly desirable. 
  • Proficiency in Microsoft 365 Administration (Exchange, Teams, SharePoint, OneDrive, etc.). 
  • Experience managing IT vendors, licensing, and subscriptions. 
  • Strong troubleshooting skills for Windows OS, network connectivity, and common office applications. 
  • Familiarity with Active Directory, Azure AD, and IT security best practices. 
  • Ability to work independently and manage multiple tasks. 
  • Excellent communication and interpersonal skills to support a diverse workforce. 
  • IT certifications (e.g., CompTIA, Microsoft 365 Certified, CISM, CISSPPMP) are a plus.

Examples of Duties

1. End-User Support & Desktop Management 

  • Provide technical support for desktops, laptops, printers, and other office peripherals. 
  • Troubleshoot hardware and software issues in a Windows and Office 365 environment. 
  • Assist staff with IT-related requests, including email, file access, collaboration tools, and security best practices. 
  • Manage user accounts, permissions, and access controls within Microsoft 365 and other enterprise applications. 
  • Maintain and deploy desktop/laptop images, updates, and patches. 
  • Install and test systems, upgrades, consolidations, or conversions. 
  • Provide recovery expertise during emergencies or in case of equipment failure. 
  • Identifies, analyzes, and recommends methods of problem resolution for user departments; assists and develops technical end-user documentation for in-house staff and/or departmental customers. 

2. Vendor & Licensing Management 
  • Manage IT vendor relationships, including software, hardware, and service providers. 
  • Track and manage software licenses, renewals, and subscriptions.   
  • Coordinate with vendors for procurement, technical support, and contract negotiations. 
  • Maintain an accurate inventory of IT assets, ensuring timely upgrades and replacements. 
  • Assess departmental automation needs and assist in communication with vendors. 

3. IT Security & Best Practices 
  • Assist with cybersecurity awareness training and implementation of IT security policies. 
  • Support multi-factor authentication (MFA), endpoint protection, and email security configurations. 
  • Ensure compliance with IT policies, regulatory requirements, and industry best practices. 

4. Documentation & Process Improvement 
  • Maintain detailed IT documentation, including troubleshooting guides, asset inventory, and vendor contracts. 
  • Assist in IT process improvement initiatives to enhance efficiency and support quality. 
  • Collaborate with IT leadership to recommend new technologies or improvements to existing systems. 
  • Depending on area of assignment, assesses department-wide automation needs; develops criteria for evaluation of related products or systems; researches, evaluates, recommends, and coordinates installation and testing of systems, upgrades, consolidations, or conversions; makes recommendations for long-range information services planning. 
  • Develops and implements appropriate training for in-house automation staff to provide direct support to departments. 

Employment Standards

  1. Four years of experience that included analyzing, designing, testing, and implementing enterprise-wide software and hardware on a large scale (about 150 servers), including two years of direct experience with a large wide area network (about 5000 devices); OR, 
  2. Two years of experience performing duties equivalent to those of an EDP Office Automation Specialist I with Santa Barbara County; OR,
  3. A combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.

Knowledge of: needs assessment and analysis techniques; installation and testing methods for various software products and hardware on a large network (about 500 devices); general concepts of microcomputer technology and administration and related software; IBM Personal Computer (or compatible) hardware and software including (but not limited to) Operating Systems (DOS, WINDOWS, WINDOWS NT, Windows 2000, Windows 2003 and successors, and Linux), Microsoft Office products, Outlook Active Directory; networks (EtherNet); computer communications and protocols (IP); systems analysis methodology; principles of office automation systems; office procedures including business and accounting practices and equipment; training techniques; Local and Wide Area Networks (LAN/WAN) including installation, maintenance, and training; and specific applications of hardware and software for LAN/WAN systems; systems design, data structures, and development, implementation, testing, installation, and evaluation techniques for enterprise-wide software on a fairly large network (about 500 devices); and security best practices and principles, enterprise threat and vulnerability management, and concepts of firewall and other methods of systems resource protections.
 Depending on assignment, certain positions in this classification may require additional knowledge of: database design, implementation, and problem resolution; and client/server applications.
 
 Ability to: provide analysis and recommendations for application, problem resolution, and user assistance to user departments for personal computer hardware and software; consult with vendors and departments that require computer equipment; plan work, set deadlines, and communicate effectively as needed to direct special projects; train and instruct others in microcomputer use; reason with abstract concepts; gather, organize and analyze information; develop and maintain effective working relationships with co-workers, vendors and user departments; communicate effectively in oral and written formats; organize the work of self and others; respond effectively under pressure; design and develop complex, system-wide office automation and support with minimum direction; develop and communicate procedures for the implementation of complex hardware and software; and assign work and provide leadership to other technical support personnel.
 
 Additional Requirements: 

  • This position may require working during weekends of off-hours.
  • This position may require travel throughout the County. The SBCERS position may require travel to the SBCERS Santa Maria office.
  • The essential functions of the class may require incumbents to work in cramped or awkward spaces and positions, and lift objects weighing up to 50 pounds. 

Supplemental Information

APPLICATION & SELECTION PROCESS:

  • Application and Supplemental Questionnaire Ranking: Responses to the required supplemental questionnaire and the information provided on your application will be evaluated and scored. Candidates' final score and rank on the eligibility list will be determined by their responses to the supplemental questionnaire and information provided on their application. This process may be eliminated if there are fewer than 11 qualified candidates.


Candidates must receive a percentage score of at least 70 on the Application and Supplemental Ranking to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the exam(s) and exact duration of the employment list.

The appointee must satisfactorily complete a one-year probationary period. 


The Santa Barbara County Health Department requires all employees working in direct contact with patients or clients in a high-risk environment to comply with the County Health Employee Immunizations policy. This can be accomplished by providing documentation of immunizations, submitting laboratory immune titers demonstrating adequate immunity, or obtaining required vaccinations. A list of requirements, based on the specific program, will be sent at the time an offer letter is presented to the selected candidate(s) and initial documentation will be required at this time
   
 BACKGROUND INVESTIGATION:  Child Support Services and Sheriff's Office conduct a background investigation.  Current or excessive use of drugs, sale of drugs, serious criminal history, or deception relating to employment history may bar employment.  Other departments may require an extended background check including credit history; this is at the discretion of each department.
   
 The following process is only used for the Sheriff's Office:

  • Personal History Questionnaire (PHQ).  Once candidates are placed on the employment list, the Human Resources Department will email candidates a notice regarding completion of a Personal History Questionnaire (PHQ).


Candidates who pass a PHQ and are in the top certified group, will have their applications sent to the hiring department for consideration.  Candidates who advance in the selection process will advance to the next step in the selection process and attend a selection interview with the hiring manager(s).  Candidate(s) selected for a position will advance to the background process which includes the following:

  • Polygraph Examination: measures the accuracy of information disclosed on the PHQ and during the background investigation.
  • Background Investigation: includes an interview and in-depth background investigation of arrest records, personal, military, credit, and employment history; inquiry of persons who know you and evaluate whether you respect the law and rights of others; are dependable and responsible; have demonstrated mature judgment in areas such as the use of drugs and intoxicants; are honest; and a safe driver.
  • Live Scan: Electronic fingerprint scanning that is certified by the State Department of Justice.

    Disaster Service Worker: Pursuant to Governmental Code section 3100, all employees with the County of Santa Barbara are declared to be disaster service workers subject to such disaster service. Activities as may be assigned to them by their superiors or by law.
