Full Job Description

The Presidio Trust is seeking a Director of Information Technology in the Trust Operations Division. Once an Army Base, the Presidio of San Francisco is now a new kind of national park. The 1,500-acre Presidio is richly layered in history, is a natural oasis for wildlife, plants, and people, and offers iconic views known around the world. In its third decade as a park, public awareness and enjoyment of this exceptional place continues grow.

Reporting to the Chief Operating Officer, the Director will provide strategic enterprise technology and team leadership for the IT department. They will develop, plan, implement and maintain an IT strategy and roadmap that meets the agency’s strategic goals and business needs, delivers optimal return on investment, and maintains utmost security. The Director is responsible for the planning, development, and coordination of IT services which includes enterprise applications, security, network and server infrastructure, telecommunications, telephone services, help desk (300 plus users) and project systems and technology support.

This is a full-time position with benefits and a starting pay range of $184,171 to $207,234, based in the SF Bay Area. The starting base salary is dependent on the experience and qualifications of the candidate. Applications received by September 6, 2024 will receive first consideration.

Responsibilities

  • Design and oversee the strategic direction and goal setting for IT services and ensure development of programs and policies that foster a customer-centric oriented culture and mindset driven by continual service and process improvement techniques.
  • Lead and evolve a multi-year enterprise technology roadmap to support Agency goals, aligned with process improvement and business activity project priorities. Advise leadership on opportunities, risks and issues associated with technology.
  • Develop IT Department strategic and annual plans, and define priorities, roles and responsibilities. Define and regularly report on KPIs and operating metrics and develop, track and manage department and capital budgets as well as maintenance schedules.
  • Plan, organize, manage, budget for and monitor (either directly or through others) all IT projects including a broad spectrum of new applications development projects, significant infrastructure changes, as well as enterprise technology programs and systems implementations. Regularly report on status of all IT projects. Ensure projects are planned, organized, monitored, and delivered on time and within budget, satisfy customer business needs, and effectively use IT staff resources.
  • Oversee the management of Agency’s enterprise systems both on premise and in the cloud.
  • Establish and maintain an Agency wide information security program in accordance with applicable laws.
  • Establish and maintain cybersecurity oversight and incident response plan.
  • Develop, implement, and monitor management information systems, policies, and controls to ensure data governance and accuracy, security and legal and regulatory compliance.
  • Develop, maintain, and test the technology related to disaster recovery plans, business continuity plans and participate in agency contingency planning.
  • Drive the use of technology to streamline workflows and business/operations analytics and dashboards and illuminate business insights.
  • Seek, evaluate, and integrate IT services and enterprise technology best practices to match specific organizational and internal “customer” needs and adapt them to use at the Trust. Provide assessment and direction on emerging technologies to ensure the Trust’s IT capabilities respond to the digital business strategy and incorporate into strategic technology road map and IT AOPs.
  • Solicit feedback from internal customers to continually improve the performance and prioritize opportunities of the IT team. In close collaborations with the PMO, drive continuous process and systems improvement across the department, including enterprise implementations with the appropriate change management, training and communications support.
  • Negotiate with consultants, technical personnel, and vendors for technology services and products in coordination with the Purchasing and Contracting departments.
  • Build and sustain excellent working relationships internally across the organization, including department leaders, while demonstrating a high-level of emotional intelligence and cultural competency.
  • Other duties as assigned.

Supervisory Responsibilities

  • Directly supervises a team of up to 11 full-time professionals and contractors as appropriate.
  • Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include providing feedback, coaching, and guiding professional development of individual staff members; planning, assigning, and directing work; appraising performance; authorizing time off; addressing complaints and resolving problems; and as needed, interviewing, hiring, and training new employees.

Required Qualifications

  • Bachelor’s degree in relevant field is required. Master’s degree in computer science, computer/information technology, or an equivalent level of education and experience preferred.
  • 10-15 years of experience in the Information Technology field, including 5+ years leading this function in an organization.
  • Experience leading or performing IT roles such as IT service desk, software applications administration (on-premise, cloud, business line and productivity), networking (wired and wireless), cyber security, database and analytics, IT Budget, IT strategy, planning and implementation of complex, integrated IT programs/projects
  • Demonstrated expertise in managing a complex information technology program.
  • Advanced systems and process thinking skills: ability to identify, prioritize with enterprise context, execute, and lead the Trust to execute on IT process innovation and improvement opportunities with diverse stakeholders’ input.
  • Exceptional communication skills, both verbal and written; experience at the senior management level in a mid-sized organization.
  • Exceptional business savvy and general management perspective to support teams in making the right decisions for the Trust and park and delivering on strategic goals.
  • Familiarity with Oracle and Microsoft applications and tools.
  • Exceptional listening and influence management skills: demonstrated ability to create credibility and trust with the senior executive team, courage to advocate for teams, and to listen and work effectively with individuals at all levels throughout the organization.
  • Superior program management and leadership skills and ability to model skills for the benefit of the larger team. Demonstrated experience in leadership role designing and leading large, complex technology programs and policies and driving enterprise systems transformations. And making those changes stick. Project management experience monitoring and evaluating contractor activities covering organization-wide systems.
