Job Summary

The Deputy Director of Vehicle Engineering will assist the Senior Director and Director of Vehicle Engineering with managing all technical and administrative aspects of programs and projects related to the procurement and overhaul of the Authority's vehicles, including but not limited to Subway, Bus and Commuter Rail vehicles.

Duties & Responsibilities

  • Review, monitor and assist in the development of technical specifications, related Request for Proposals, commercial terms and the technical portion of bid evaluations for new vehicle and overhaul procurement programs. 
  • Participate in the selection of consultants and vendors, including the writing of contract requirements and the negotiation of contracts. 
  • Direct, supervise and coordinate project and consultant management teams regarding vehicle procurement, including cars, buses, subway vehicles, trolleys, locomotives, and coaches.
  • Assist in the development, monitoring, projection, trending and enforcement of work scopes, budgets, and project schedules regarding technical consultant contracts and vehicle procurements. 
  • Coordinate technical project activities in the Vehicle Engineering Department.
  • Act as an Authority liaison with MassPort, DOT, FRA, FTA, EOT, DOE, EPA and other transit systems, contractors and public regarding T Policy, programs, compliance, vehicle procurements, operations requirements and progress reports.
  • Coordinate internal actions and communications between departments in order for procurement to be initiated and completed.
  • Assist in the supervision of the Vehicle Engineering Staff.
  • Ensure the department's compliance with Authority policies, including all applicable safety standards.
  • Travel as needed to attend contractor program meetings and to inspect work sites.
  • Establish and maintain sound union/management relations while upholding the rights and interests of management and adhering to collective bargaining agreements; and administer discipline in the Deputy Director's jurisdiction.
  • Keep informed of current trends with regard to maintenance and shop practices to make efficient and cost-effective use of resources available to the department.
  • Respond to each inquiry, whether from a customer, vendor or co-worker in a courteous and professional manner.
  • Respond, either directly or through others, to emergencies twenty-four (24) hours per day, seven (7) days per week. 
  • Drive a company or personal vehicle to visit work sites and to assist at emergencies and/or events as needed. 
  • Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
  • Perform all other duties and projects that may be assigned.
  • This position will supervise up to nine MBTA employees ranging from Project Coordinators to Senior Project Managers.
 
Additional responsibilities may include a focus on one or more departments or locations.   See applicable addendum for department or location-specific functions.  

Minimum Requirements & Qualifications

  • Bachelor's Degree from an accredited institution in Public Transportation, Engineering, Business, or related field.
  • Five (5) years of experience in public transportation vehicle manufacturing, maintenance and engineering at a large transportation organization and/or with large scale vehicle procurements.
  • Two (2) years of related experience in a managerial / supervisory capacity.
  • Must possess a valid Driver's license.
  • Effective organizational, analytical and confidentiality skills. 
  • Strong oral and written communication skills.
  • Ability to use e-builder, Word, Excel and PowerPoint applications.
  • Effectively communicate with customers, employees, staff and vendors.
  • Have excellent customer service and conflict resolution skills.
  • Ability to provide internal and external customers with a courteous and professional experience.
  • Ability to work any and all shifts and/or locations as assigned or directed.
  • The ability to supervise and work effectively with a diverse workforce

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related managerial experience in a public transportation agency substitutes for the bachelor's degree requirement. 
  • An associate degree from an accredited institution an additional three (3) years of directly related managerial experience in a public transportation agency substitutes for the bachelor's degree requirement. 
  • A master's degree in a related subject substitutes for two (2) years of general experience. 

Preferred Experience and Required Skills
  • Master's degree from an accredited institution in Public Transportation, Engineering (Mechanical, Electrical / Electronic, Vehicle Structural), Business, or related field. 
  • Experience in public transportation vehicle maintenance and/or with large scale vehicle procurements at a large public transit agency. 
  • Experience procuring public transit vehicle fleets.
  • Familiarity with MassPort, DOT, FRA, FTA, EOT, DOE, EPA and other public transit systems.

  • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and medical Clinic screening, potentially including a physical examination and drug and alcohol screenings
  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
