Job Summary

The Real Estate Team at the MBTA is responsible for parking and station access, advertising and partnerships, and other emerging opportunities to generate sustainable value for the MBTA and its customers. To facilitate rapid growth and improvement, the team needs a full-time Deputy Director of Active Transportation and Station Access to manage the MBTA's bike and active transportation parking portfolio, develop a technical project roadmap, and coordinate policies and review plans related to station access.  

This position performs a combination of analysis, project and vendor management, stakeholder engagement, and policy development. Responsibilities include managing and expanding existing active transportation-supporting infrastructure (bike cages, bike racks, etc), working and coordinating with external groups (municipalities, advocates, developers) to improve access to the MBTA's stations, and coordinating policies and practices to support the T's mission. The Real Estate team will rely on the Deputy Director of Active Transportation and Station Access to help improve how customers access the MBTA's services through active transportation.


Duties & Responsibilities

  • Work collaboratively with internal and external stakeholders including municipalities and other agencies to support the deployment and ongoing management of bike racks, bike cages, and micro-mobility accommodations at MBTA parking facilities.
  • Represent the Commercial Strategies and Programs and Parking and Station Access teams in reviewing designs and plans for developments of parcels at or near MBTA stations to advocate and review for Active Transportation and Station Access accommodations.
  • Develop roadmap for customer-facing improvements including technical improvements to bike cage access, state of good repair at existing facilities, and other rider-tools to support and encourage Active Transportation.
  • Advocate and provide direction for Active Transportation needs in MBTA fare collection systems and digital rider tools.
  • Develop presentation-quality reporting supported by data understand the MBTA's active transportation infrastructure including state of good repair and expansion needs.
  • Develop public presentations detailing the MBTA's Active Transportation and Station Access efforts.
  • Track Active Transportation and Station Access trends and best practices and identifying opportunities for the MBTA to leverage these best practices and expand offerings in our service area.
  • Supervise occasional audits of the MBTA's outside vendors.
  • Develop standards and policies to support and encourage Active Transportation and Station Access.
  • Ensure that MBTA policies and standards are met across projects.
  • Answer related questions from members of the public, stakeholders, and coworkers.
  • Work with MBTA departments and stakeholders to identify, analyze, build roadmaps, coordinate, and implement Active Transportation and Station-access supporting policies and infrastructure.
  • Develop policies, procedures, and partnerships to execute on organizational priorities more efficiently.
  • Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
  • Lead and project manage procurements on behalf of the Commercial Strategies and Programs team.
  • Coordinate cross-functional teams, and communicate with internal and external parties, while meeting tight deadlines.
  • Conduct financial analysis of business opportunities to meet and exceed revenue and profitability goals.
  • Work in collaboration across the organization to develop consensus and communicate decisions.
  • Perform all other duties and projects that may be assigned.

Minimum Requirements & Qualifications

  • Bachelor's degree from an accredited institution in Business, Finance, Public Policy, Economics, Political Science, Mathematics, Urban Planning, or related field.
  • Five (5) years' experience in transportation, community/urban development, financial services, contract management, project management, management consulting, or related field.
  • Two (2) years leadership, supervisory, and/or managerial of people and/or projects.
  • Four (4) years expertise with Microsoft Outlook and Excel, ability to write formulas that draw information across sheets and make conditional formatting rules (vlookup, index/match, and pivot tables).
  • Demonstrated effective organizational, analytical, quantitative, qualitative skills.
  • Ability to learn quickly, take direction, and work independently and to use creative, collaborative, and consultative approaches to resolve issues.
  • Advanced expertise in MS Word, Excel, and PowerPoint.
  • The ability to pass the MBTA Advanced Excel and PowerPoint test.
  • The ability to work effectively with a diverse workforce.        
  • Proven ability to quickly learn and adapt to complex processes.
  • Demonstrated excellent communication and interpersonal skills.
  • Demonstrated strong analytic and problem-solving skills, including ability to QA own work.
  • Ability to learn and use productivity tools like Slack and Asana.
  • Demonstrated ability to work effectively both independently and as part of a team.
  • Demonstrated ability to organize data and exercise effective problem-solving skills.
  • Demonstrated ability to work in a collaborative and team-oriented manner.

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement. 
  • An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement. 
  • A master's degree in a related subject substitutes for two (2) years of general experience. 
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.  

Preferred Experience
  • Prior work experience in government or the public sector or a supportive industry.
  • Knowledge of and experience in the MBTA's service district.

  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
