The City of Elk Grove is now accepting applications for the position ofCOMMUNITY CENTER MANAGER
The City of Elk Grove is looking for its next leader for Elk Grove's newest and largest public facility campus, District56. The ideal candidate for the Community Center Manager position is an experienced and innovative leader with a strong background in hospitality and facility management. This person will lead a diverse team in a fast-paced environment that supports facility rentals, recreational programming, local events, and manages tenant relations and customer service.  They will have a proven track record in overseeing and improving the operations of multi-purpose facilities. The successful candidate will be a strategic thinker with the ability to develop and implement policies that enhance the site's operational efficiency and amplify its revenue generation. The position will manage District56, the City's 56-acre property which includes an award-winning aquatics complex, a community rental hall, a nature preserve, and multiple tenant agreements and relationships on site. The ideal candidate is a creative and innovative problem solver with the ability to juggle multiple projects and demanding priorities. The candidate will foster internal and external working relationships with partners, tenants, and community members, supervise full and part-time staff, and market the campus.

Representative Duties

DEFINITION


Under general direction, plans, organizes, oversees, coordinates, and manages the staff and operations of the District56 Community Center Division, including the operations, programs, events and rentals, tenant relations, and customer service; participates in the development of policies and strategies for division operations; manages the effective use of division resources to improve organizational productivity and customer service; provides complex and responsible support to the Deputy City Manager in areas of expertise; and performs related duties as assigned.


SUPERVISION RECEIVED AND EXERCISED


Receives general direction from the Deputy City Manager. Exercises supervision over technical and administrative support staff. 


CLASS CHARACTERISTICS


This is a management classification responsible for managing a division in the City Manager's Office. The incumbent is responsible for developing and implementing policies and procedures for assigned division, including short- and long-term planning, budget administration and reporting, and coordination of key programs/projects with other City divisions and departments and external agencies. Positions apply advanced management principles and strategic thinking to decisions that impact the organization as a whole and the public being served. Positions generally serve as advisors and contributors to executive management on policies, procedures, and major City initiatives.

  • Plans, manages, and oversees the daily functions, operations, and activities of theDistrict56 Community Center Campus including The Center at District56, Avenue of the Arts, the Aquatic Center, and the Preserve; manages and oversees operations, programs, events and rentals, tenant relations, and customer service; ensures operational compliance with all relevant laws, codes, rules and regulations. 

  • Participates in the development and implementation of goals, objectives, policies, and priorities for the division; continuously monitors the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative, and support systems, and internal reporting relationships; identifies opportunities and makes recommendations for improvement.

  • Participates in the development, administration, and oversight of division budget; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding.

  • Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees to correct deficiencies; recommends and implements discipline and termination procedures.

  • Develops and manages requests for proposals for professional and/or contracted services; prepares scope of work and any technical specifications; evaluates proposals and recommends award; negotiates contracts; administers contracts to ensure compliance with City specifications and service quality.

  • Establishes, maintains, and manages relationships with various tenants and vendors across all District56 facilities; negotiates and manages contracts and leases; allocates space/time reservations and usage; ensures compliance with contract provisions and service standards; and addresses and facilitates resolution of tenant issues/concerns. 

  • Manages and oversees all security, facility and landscape maintenance, repairs, and renovations, and janitorial services for all facilities within District56; coordinates with Public Works to address maintenance and repair needs. 

  • Continuously monitors the District56 campus, ensuring all spaces and facilities are clean, safe, and secure; notates any issues which require immediate attention and/or maintenance and repair needs; coordinates with internal City staff and contractors to address any issues; collaborates with City staff to plan and prioritize capital improvement projects. 

  • Collaborates with City staff to coordinate facility usage for special events. 

  • Administers and coordinates a variety of programs, projects, and services; facilitates program and project activities, assembles resources to solve a broad range of programmatic and service delivery issues; develops and submits project reports.?

  • Manages and oversees various client utilization activities in preparation for events at the campus and related venues, including communication and coordination with clients, City, and event staff; assigns events to staff.  

  • Handles the most complex clients and escalated event issues including issues related to facility rules, crowd movement, safety and security concerns, logistics, and service recovery.  

  • Participates in activities to promote and market the District56 campus; creates promotional content, including articles and social media content; conducts facility tours for potential renters; receives and responds to inquiries and request related to facility usage and events; and works to develop and build relationships with the community and potential renters and vendors. 

  • Prepares and presents staff and agenda reports and other necessary correspondence related to assigned activities and services; presents reports to various commissions, committees, and boards.

  • Conducts a variety of organizational and operational studies and investigations; recommends modifications to assigned programs, policies, and procedures, as appropriate.

  • Serves as a liaison for assigned functions with other City departments, divisions, and outside agencies; provides staff support to commissions, committees, and task forces as necessary.

  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in community/event center operations; research emerging products and enhancements and their applicability to City needs.

  • Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval. 

  • Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.

  • Directs the establishment and maintenance of working and official division files.

  • Ensures staff compliance with City and mandated safety rules, regulations, and protocols.

  • Performs related duties as assigned.

Education and Experience:


Bachelor's degree from an accredited college or university with major coursework in business or public administration, recreation, hospitality, or a related field and five (5) years of increasingly responsible experience in coordinating the full range of events and activities at a convention center or large public use facility including experience with the administration of the business operations of a convention center or similar facility, including two (2) years of supervisory experience. 


Licenses and Certifications:


  • Possession of, or ability to obtain by the time of appointment, an appropriate valid California driver's license. This requirement may be waived for individuals who are unable to obtain a driver's license due to a disability.

Physical Demands and Work Environment

PHYSICAL DEMANDS


Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a motor vehicle to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.  Standing in and walking between work areas is frequently required.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.  Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information.  Employees must possess the ability to lift, carry, push, and pull materials and objects up to 30 pounds. Reasonable accommodations will be made for individuals with disabilities who are qualified to perform essential functions of a position or positions within this classification.


ENVIRONMENTAL CONDITIONS


Employees predominately work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.  Employees may work in the field and occasionally be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, and/or road hazards. Employees may interact with members of the public or with staff under emotionally stressful conditions while interpreting and enforcing departmental policies and procedures.


WORKING CONDITIONS


Employees may be expected to work extended hours, weekends, evenings, and holidays as required.
