Duties
This position is 100% telework. This position requires the employee to provide their own workspace within the geographic area noted (ME, NH, VT, MA, CT, RI, NY, PA, NJ, MD, VA, or DC). **THE LOCATION IS NEGOTIABLE WITHIN THESE AREAS ONLY.**
This position is located at Alcohol and Tobacco Tax and Trade Bureau (TTB),Assistant Administrator - Field Operations - Tax Audit Division.
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
- Plans and conducts assigned excise tax audits of alcohol, tobacco, firearms and ammunition industry members.
- Participates in teams involved in excise tax audits and related matters with other auditors, special agents and/or inspectors.
- Prepares accurate and timely reports and disseminates findings and disclosures developed during excise tax audits and related matters.
- Interview accountants, representatives of financial institutions, industry representatives, and others including Federal and state officials to obtain information relative to excise tax liability.

Qualifications
You must meet the following requirements by the closing date of this announcement.For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized Experience for this position includes:
- Conducting segments of audits including conducting interviews, analyzing and summarizing audit evidence to support conclusions, and documenting results of audit work; AND
- Developing audit objectives and supporting tests and documenting this strategy in the audit plan.
OR
You may substitute education for general or specialized experience as follows:
Education: A Ph.D., equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such degrees. Degrees pursued/attained must be in a related field and from an accredited (or pre-accredited) college or university generally recognized by the U.S. Department of Education.
OR
You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement, must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be used in meeting this requirement.
For the GS-9, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized Experience for this position includes:
- Working for a tax administration organization that includes responsibility for documenting results of audits, projects, or analyses in written documents; OR
- Applying accounting or auditing principles to gather and analyze data and draw conclusions.
OR
Education: Two years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in a related field from an accredited (or pre-accredited) college or university generally recognized by the U.S. Department of Education.
OR
A combination of experience and education: To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be used in meeting this requirement.
