Job Description

PURPOSE SUMMARY.  Under the general supervision of the HR Director, the Assistant Director supports the Director in the overall Strategy and Administration of the department. Manages and directs the operations of the Employee Relations division and the County’s training initiatives.  Coordinates and manages contracts and major projects related to areas of responsibilities.

ESSENTIAL DUTIES.

Department Administration

  • Act as the Director in their absence performing such tasks as approving human resource and finance functions, communicating with elected officials, and attending meetings/events.

  • Assist with managing employee benefits program when needed.

  • Participate in budget planning and resource allocation for HR initiatives.

  • Assist with developing and implementing the department’s strategic plan and reports on progress toward strategic goals.

  • Abide by all department and county policies and procedures. 

  • Assist the HR director in analyzing business needs and translating them into actionable HR solutions.

Department Operations

  • Work with the Sr. HR Administrator of Employee Relations to ensure best practices are implemented and followed regarding processes and procedures.

  • Responsible for overseeing the functionality of the recruiting, LMS, and Performance modules of Workday.  Includes, researching, testing, and implementation of additional functionality; as well as, testing when updates are rolled out.

  • Manage professional service contracts, RFPs, and agreements based on areas of responsibility.

  • Ensure training needs of the County are evaluated, and a comprehensive training plan is communicated, initiated, and followed through.

  • Ensure areas of responsibilities are up to date on maintaining records and following records retention.

  • Assist HR Director in developing staff and developing succession plan for department.

  • Recommend County-wide recruitment, performance, and training initiatives to the HR Director.

Supervisory Duties

  • Supervise assigned staff, reviews staff’s work to monitor performance and ensure completeness, accuracy, and timeliness; provides feedback for performance improvement; and conducts coaching, counseling, and disciplinary action as needed.

  • Directly supervises the Sr. HR Administrator of Employee Relations.

  • Directly supervises the Training Coordinator position.

  • Directly supervises front office staff.

ADDITIONAL DUTIES.   

Performs other duties as assigned.

QUALIFICATIONS.

A. Education.  Bachelor’s degree in Human Resources, Business Administration, Public Administration or a related field.

B. Experience. Minimum of six (6) years of increasingly responsible human resources experience; at least two (2) of which were in a full-time supervisory capacity.   Previous Government/public-sector experience is preferred.

C. Education/Experience substitution.  N/A.

D. Licenses/Certifications.  Certification as a Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) is preferred. Valid driver’s license.

E. Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.).  Must successfully pass background check and driver’s license check. Must possess a valid driver’s license and maintain a satisfactory driving record in accordance with County policy.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION.

Must have knowledge of:

Contemporary principles and practices of human resources management of a generalist nature; pertinent federal, state, and local employment and labor laws and regulations; effective supervisory practices; business English, spelling, grammar, punctuation and arithmetic.

Must have skills in:

Interpreting, explaining, and making decisions in accordance with personnel policies that require analysis that take into consideration the countywide impact; using logical and creative thought processes to develop solutions; using independent judgment and taking appropriate action in various situations; performing extensive research and conducting comparisons and statistical analyses; involving stakeholders and developing viable plans of actions to address issues.

Must have ability to:

Motivate and guide HR staff; prioritize tasks, manage time effectively, handle multiple projects simultaneously; work independently; write clear technical documentation; establish and maintain effective and cooperative working relationships to collaborate with colleagues and end-users; and willingness to learn new technologies and methodologies.

Compensation Range

$68,965.04 - $117,881.84
